The Federal Motor Carrier Safety Administration (FMCSA) adopted certain regulations required by the Moving Ahead for Progress in the 21st Century (MAP-21) surface transportation reauthorization legislation as a final rule.

On October 1, 2012, the majority of these statutory changes went into effect while others went on October 1, 2013. It was necessary to make conforming changes to ensure that FMCSA's regulations are current and consistent with the applicable statutes. Adoption of the rules is a non-discretionary ministerial action that can be taken without issuing a notice of proposed rule-making and receiving public comment, in accordance with the good cause exception available to federal agencies under the Administrative Procedure Act (APA).

Petitions for Reconsideration must be received by the Agency no later than December 2, 2013.
