The Commercial Vehicle Safety Alliance (CVSA) issued an inspection bulletin dated January 1, 2013, clarifying enforcement activities in compliance with the Unified Carrier Registration Agreement (UCR) for the 2013 registration year.

The bulletin encouraged roadside enforcement by providing guidance for verifying compliance with UCR during roadside inspections. The Enforcement of 2013 UCR registration is effective February 1.

According to the CVSA bulletin, enforcement staff should:
- Obtain evidence of interstate/international operations occurring during particular registration year.
- Proof is not limited to log entries, toll receipts, shipping papers, bills of lading, previous years apportioned receipt or prior years roadside inspection reports of interstate/international operations.

Beginning February 1, 2013, roadside enforcement should only involve the 2011, 2012, and 2013 UCR registration years. See full report here.
